Spam and bad backlinks can be disavowed using the Google disavow tool. These backlinks are not counted to rank keywords higher in search engines.

1. The bad links can be removed manually or by using tools like Search console, semrush, etc.
2. The next step you need to take is to try and contact the webmasters and ask them to either remove the links or add the nofollow tag so that no pagerank is passed.
3. Get rid of pages that have bad backlinks pointing to them. (not a good solutions but can give extra try)
4. When everything else fails, use the Google disavow tool.
